How to Verify UGC-DEB Approval Before You Enrol: The 5-Minute Check That Protects Your Degree

Every year, students enrol in online degree programmes that turn out to be invalid. The university looked legitimate. The website said "UGC approved." The counsellor was convincing. But when it came time to use the degree for a job application, a government exam, or further studies, the degree did not hold up because the university did not have current UGC-DEB approval for that specific programme in that specific mode.

This is entirely preventable. The official UGC-DEB portal is public, free, and takes about five minutes to check. This guide teaches you how to use it so you never have to rely on anyone else's word about whether your degree will be valid.

Why This Check Matters More Than Any University's Marketing

A university can be genuinely recognised by UGC as a university and still not have DEB approval to offer online programmes. These are two different things.

UGC recognition means the university is a legitimate institution that can award degrees. Most Indian universities have this.

UGC-DEB approval means the university has been specifically permitted to offer programmes through online or distance mode. This is a separate permission, granted for specific programmes, in a specific mode (Online or ODL), for a specific academic session.

A university that is UGC-recognised but does not have DEB approval for online programmes is not authorised to offer online degrees. If you earn an online degree from such a university, the degree may not be recognised by employers, government bodies, or other institutions for further studies.

This distinction trips up thousands of students every year because university marketing materials often say "UGC approved" without specifying whether they mean general recognition or DEB-specific approval for online programmes.

"Entitled" vs "Approved": Two Words That Mean Different Things on the Portal

When you check the UGC-DEB portal, you will see universities listed under different status categories. The two most common are "Entitled" and "Approved." Both are valid, but they mean different things.

Entitled applies to universities that meet the threshold under Regulation 3(B)(a) of the UGC (Open and Distance Learning Programmes and Online Programmes) Regulations, 2020. Universities with NAAC A+ or above grading, or those meeting specified NIRF ranking criteria, are entitled to offer online programmes without needing prior programme-by-programme approval from UGC. As of the 2025-26 session, 113 institutions hold this entitled status.

Approved applies to universities that do not meet the automatic entitlement threshold and have received explicit, session-specific approval from UGC-DEB for specific programmes. As of 2025-26, 57 universities hold approved status for online programmes.

For you as a student, both statuses mean the programme is valid. The practical difference is administrative: entitled universities have a standing permission, while approved universities renew permission each session. What matters for your verification is simpler: does your university appear in the current session's list, and is your specific programme listed under it?

Step-by-Step: How to Verify on the Official Portal

The official portal is at deb.ugc.ac.in. Here is what to look for.

Portal note: The UGC-DEB portal interface updates periodically and its layout may differ from what is described below. The four pieces of information you need to find are always the same: your university's name, your specific programme, the mode (Online or ODL), and the academic session year. Whatever navigation the portal uses when you visit, look for those four data points. Confirm the current layout on deb.ugc.ac.in directly.

Step 1: Open the official portal

Go to deb.ugc.ac.in in your browser. Do not use any third-party website or aggregator for this check. The official portal is the only authoritative source.

Step 2: Find the institution and programme database

Look for the section that lists all institutions and their approved programmes. The portal maintains a searchable database of every university with current DEB approval or entitlement. The exact label and location of this section may change as the portal is updated.

Step 3: Filter by the current academic session

The portal holds data across multiple academic years. Make sure you are looking at the session you plan to enrol in (not a previous year). Approval is session-specific. A university approved for one year is not automatically approved for the next.

Step 4: Filter by mode

Make sure you are checking the correct delivery mode. The portal distinguishes between "Online" and "ODL" (Open and Distance Learning). These are different categories with different regulatory frameworks. If you are enrolling in an online programme, you need to see approval under the Online mode specifically.

Step 5: Search for your university

Look for your university by its full official name. Some universities are listed under their formal registered name rather than the brand name used in marketing (for example, "Lovely Professional University" rather than "LPU Online"). If you cannot find your university, try searching with the name from the university's official prospectus or UGC recognition letter.

Step 6: Confirm your specific programme is listed

Finding your university is not enough. You need to confirm that your specific programme (MBA, MCA, BBA, BCA, or whichever degree you are pursuing) appears under that university's entry. A university may be approved for online MBA but not for online MCA, or vice versa. Approval is programme-specific.

Step 7: Note the approval status

Check whether the university's status for your programme is listed as "Entitled," "Approved," "Recognised," or another valid category. As explained above, both Entitled and Approved are valid for students. What matters is that your programme appears under a valid status in the current session.

What You Cannot Study Online in India

Not every programme can be offered in online or distance mode. The general principle: programmes that require clinical training, laboratory work, physical practice, or are regulated by a professional body other than UGC are excluded from online delivery. If anyone offers these programmes online and claims UGC-DEB approval, they are misrepresenting their status.

The commonly excluded disciplines include:

• Medicine and allied health (MBBS, dental, pharmacy, nursing, physiotherapy, occupational therapy, and other para-medical disciplines)
• Engineering (B.Tech, M.Tech and allied programmes)
• Law (LLB and professional law programmes)
• Architecture
• Agriculture and Horticulture
• Hotel Management and Catering Technology
• Research programmes (M.Phil and PhD)

UGC periodically updates this list. For example, from the academic session 2025 onwards, allied healthcare programmes covered under the National Commission for Allied and Healthcare Professions (NCAHP) Act, 2021 were added to the exclusion list. Before enrolling in any programme, verify on deb.ugc.ac.in that your specific programme is listed as approved for online delivery. The exclusion list on the portal is the definitive source.

What CAN be studied online: Management (MBA), Computer Applications (MCA, BCA), Business Administration (BBA), Commerce (B.Com, M.Com), Arts and Humanities (BA, MA), and general Sciences (MSc in select subjects) are commonly offered in online mode. But even for these programmes, verify that your specific university has current DEB approval or entitlement for that exact programme and session.

Red Flags That Should Make You Stop and Verify

If you encounter any of these situations, pause and verify on deb.ugc.ac.in before proceeding.

The university says "UGC approved" but you cannot find it on the portal. "UGC approved" can mean general university recognition, which is different from DEB approval for online programmes. If the university does not appear in the DEB portal's current session list for online programmes, it is not authorised to offer online degrees regardless of its general UGC status.

The approval shown is for a previous academic session. DEB approval is session-specific. A university approved for 2023-24 is not automatically approved for 2025-26. If you can only find the university listed under a previous year, contact the university and ask for the current session's approval letter with the approval number.

The university is approved for one programme but you are enrolling in another. Approval is programme-specific. A university approved for online MBA may not be approved for online MCA, BBA, or BCA. Check that your exact programme is listed.

A counsellor discourages you from checking the portal. Every legitimate university will actively encourage you to verify their status on deb.ugc.ac.in. If a counsellor tells you the portal is "outdated," "not yet updated," or "not necessary to check," treat this as a serious warning sign.

The university claims "AICTE approved online MBA." AICTE (All India Council for Technical Education) approves technical programmes at autonomous institutions, not online MBA programmes from universities. Universities offering online MBA operate under UGC-DEB approval, not AICTE. This claim is sometimes used misleadingly to create a false impression of additional approval.

No NAAC grade is visible anywhere. NAAC accreditation is separate from DEB approval, but its absence is a quality concern. A university without a NAAC grade may have DEB approval (check the portal), but the lack of NAAC assessment suggests the institution has not undergone external quality evaluation. DEB-ID: The New Requirement Every Online Student Must Know

From the academic session 2024-25 onwards, the UGC has made it mandatory for every student enrolling in an ODL or Online programme to create a DEB-ID on the UGC-DEB portal. This is a new requirement that many students are not yet aware of.

What is a DEB-ID? It is a unique identification number assigned to each student enrolling in distance or online education. Once generated on the UGC-DEB portal, the DEB-ID remains valid for lifelong ODL and Online learning.

How does it connect to the Academic Bank of Credits (ABC)? The DEB-ID links to your ABC account, which tracks your academic credits across institutions and modes of study. ABC registration happens at abc.gov.in using Aadhaar or DigiLocker authentication.

When should you create it? During the admission process, before your admission is considered complete. Some universities will guide you through this step. If yours does not, create the DEB-ID yourself on deb.ugc.ac.in before paying your fees.

Why does it matter? The DEB-ID system enables credit mobility (transferring credits between institutions), multiple entry and exit options (credits remain valid for up to seven years if you need to pause your studies), and dual degree enrolment (pursuing two degrees simultaneously if schedules permit). After the Portal Check: What Else to Verify

DEB approval is the regulatory floor. It tells you the degree will be legally valid. But legal validity and programme quality are different things. After confirming DEB approval, check these additional signals.

NIRF ranking: Check at nirfindia.org. NIRF ranks universities across multiple parameters. A NIRF-ranked university has undergone additional scrutiny. Not all universities participate in NIRF, so the absence of a ranking is not automatically a red flag, but its presence is a positive signal.

A Verification Checklist You Can Save

Before paying any fees to an online university, confirm all of the following:

1. University appears on deb.ugc.ac.in for the current academic session
2. Your specific programme (MBA, MCA, BBA, etc.) is listed under that university
3. The mode listed is "Online" (not just "ODL," unless you are enrolling in a distance programme)
4. The status is "Entitled" or "Approved" or "Recognised" for the current session
5. The programme is not on the UGC exclusion list (engineering, medicine, law, etc.)
6. You have created your DEB-ID on the portal
7. You have cross-checked the NAAC grade at naac.gov.in
8. You have the university's official fee structure in writing (not just a verbal quote)
