- ✓Is an online PhD valid in India?
- ✓Can a working professional do a PhD in India?
- ✓How long does a PhD take in India under UGC rules?
"Online PhD" ads promise a doctorate without leaving your job. For an Indian university, UGC rules say that cannot happen. Here is the exact rule, the route that is valid, and how foreign online doctorates are treated.
Short answer: No Indian university can award a valid PhD through online or distance mode. Regulation 13(3) of the UGC PhD Regulations, 2022 bars it, and UGC's public notice of 11 November 2024 lists PhD in every discipline as prohibited in ODL and online mode. Working professionals can still do a part-time PhD, which the same regulations allow with an employer's No Objection Certificate. A foreign online doctorate or DBA is not banned outright, but it is not automatically equivalent: UGC assesses each one case by case.
- Online or distance PhD from an Indian institution: not permitted (UGC PhD Regulations 2022, Reg 13(3))
- UGC-DEB position: M.Phil and PhD prohibited in ODL and online mode, all disciplines (notice F.No. 1-34/2024 (DEB-I), 11 November 2024)
- Part-time PhD: permitted, with an employer No Objection Certificate (Reg 13(1) and 13(2))
- Duration: minimum 3 years including coursework, maximum 6, extendable to 8 (Reg 4)
- Coursework: minimum 12 credits (Reg 9(1))
- Foreign online doctorate or DBA: equivalence decided case by case; franchised qualifications not considered (UGC Equivalence Regulations 2025)
What does the UGC rule on online PhD say?
The UGC (Minimum Standards and Procedures for Award of Ph.D. Degree) Regulations, 2022 were published in the Gazette of India on 7 November 2022. Regulation 13(3) opens with "notwithstanding anything contained in these Regulations or any other law", so nothing elsewhere overrides it. It says no higher education institution, and no research institution of the Central or a State government, shall conduct PhD programmes through distance or online mode.
UGC's Distance Education Bureau says the same thing from its side. Its public notice F.No. 1-34/2024 (DEB-I) of 11 November 2024, written as precautions for students before enrolling, lists the disciplines prohibited in ODL and online mode. It then adds that M.Phil and PhD programmes in all disciplines are also prohibited in those modes.
There is no UGC-entitled online PhD in India. A university cannot be approved for a programme UGC prohibits.
Can you do a PhD while working?
Yes. This is the route most "online PhD" seekers actually need. Regulation 13(1) permits PhD programmes through part-time mode, provided every condition in the regulations is met. Part-time changes your schedule, not the standard.
Regulation 13(2) requires the university to obtain a No Objection Certificate from your employer. It must state three things:
- You are permitted to study on a part-time basis.
- Your official duties leave you enough time for research.
- If required, you will be relieved from duty to complete the coursework.
The other rules still apply in full. You need at least 12 credits of coursework (Regulation 9(1)), and the programme runs for at least three years including coursework and at most six, with up to two more years through re-registration (Regulation 4). Any Indian PhD offered in under three years does not meet the regulations.
What about a foreign online DBA or doctorate?
Foreign qualifications fall under a different rule: the UGC (Recognition and Grant of Equivalence to Qualifications obtained from Foreign Educational Institutions) Regulations, 2025, published on 4 April 2025. These do not ban online foreign qualifications by name. The 2023 draft would have excluded online and distance qualifications outright, but we did not find that clause in the final text.
That does not make a foreign online doctorate equal to an Indian PhD. Under Regulation 3, a Standing Committee examines each case and compares it with the Indian programme. It looks at credit requirements, contact hours per week and self-study, how the thesis or dissertation was evaluated, and any hands-on or experiential component the Indian programme requires.
- Franchise routes are out. A qualification obtained through a franchising arrangement is not considered for equivalence (Regulation 3(4)). The regulations define franchising as allowing anyone other than the institution itself to award degrees.
- The awarding institution must be recognised at home under the laws of its own country (Regulation 3(1)(a)).
- Some fields are excluded. The regulations do not apply to professional qualifications such as Medicine, Pharmacy, Nursing, Law and Architecture, which statutory councils regulate (Regulation 1(2)).
How to spot an "online PhD" that will not hold up
- An Indian university advertising a PhD "fully online". Regulation 13(3) rules this out.
- A PhD in under three years. Regulation 4 sets three years as the minimum.
- No coursework. Regulation 9(1) requires at least 12 credits.
- "UGC-DEB approved PhD". DEB recognition covers UG and PG degrees and two-year PG diplomas, and PhD is on its prohibited list.
- An Indian agent "awarding" a foreign doctorate. Ask exactly who awards the degree. A franchised qualification is not considered for equivalence.
- An institution on the fake list. Check the UGC fake universities list first.

Frequently Asked Questions
Not from an Indian university. Regulation 13(3) of the UGC PhD Regulations, 2022 says no higher education institution, and no Central or State government research institution, shall conduct PhD programmes through distance or online mode. UGC repeated in its public notice of 11 November 2024 that PhD programmes in all disciplines are prohibited in ODL and online mode.
Yes, through part-time mode. Regulation 13 of the PhD Regulations, 2022 permits part-time PhD if every condition in the regulations is met, including a No Objection Certificate from the employer. Part-time is not online: coursework, supervision and evaluation follow the same rules as a full-time PhD.
At least three years including coursework, and at most six years from admission, under Regulation 4 of the 2022 regulations. Re-registration can add up to two more years, so the total cannot exceed eight years.
It is not automatically equivalent. Under the UGC Equivalence Regulations, 2025, a Standing Committee assesses each foreign qualification case by case, including contact hours and how the thesis was evaluated. A qualification obtained through a franchising arrangement is not considered for equivalence.
No. UGC-DEB recognition covers undergraduate and postgraduate degrees and two-year postgraduate diplomas in ODL and online mode. PhD is on the prohibited list, so no university can be entitled to offer it online.
No. Regulation 14 of the UGC PhD Regulations, 2022 says higher education institutions shall not offer the M.Phil programme.
